Can anyone confirm if number 001 is ever released or retained by corgi, I was always under the impression that 001 was kept by Corgi, but they keep appearing on eBay and I'm wondering if they are fake.

As you may have read in the papers Hornby have had a tough time in the last two years , up until last year they had a website on the well known selling platform Ebay ( this is closed now) selling their archive models, the Corgi models had certificates with low numbers of 01 / 04 / 05 /06 so there are low numbers in the marketplace now.

Can someone tell me why it is inportant to have 01 certificate ??

In the picture below is a model with 0000 is this a fake NO it is the factory sample.  

So to answer you question yes the low or number 01 were sold by Hornby.
